Chapter 32, Health, brings together the many constitutional issues that have arisen in the field of health care, including the constitutionality of the Canada Health Act and the issues of access by deaf people (Eldridge), coverage of autism therapy (Auton) and the problem of excessive waiting times in the public system (Chaoulli). Chapter 33, Social Security, covers unemployment insurance, old age pensions, workers' compensation and social assistance, all topics that have accumulated interesting constitutional decisions. In addition to the new chapters, the new loose-leaf edition has been completely rewritten to bring the text and the footnotes up to date, with scarcely a page escaping some alteration, with some chapters (Equality, Fundamental Justice, and Education) also undergoing a reorganization to better reflect the doctrine recently developed by the Supreme Court. Peter W. Hogg, Q.C., is the Scholar in Residence of Blake, Cassels & Graydon LLP, where he provides counsel to the firm in his areas of expertise, including governmental liability and constitutional law. He is a Professor Emeritus of the Osgoode Hall Law School of York University, where he taught from 1970 to 2003, and served as Dean from 1998 to 2003. He is a co-author of Liability of the Crown, 4th Edition (Carswell), Principles of Canadian Income Tax Law, 7th Edition (Carswell), and the author of numerous articles and publications, including Constitutional Law of Canada, now in its fifth edition, the only comprehensive treatise on constitutional law, also from Carswell. His writings have been frequently cited by the Supreme Court of Canada. He also appears as counsel in constitutional cases.
