About the Author
John Mascarin, M.A., LL.B., is a partner with Aird & Berlis LLP Partner and a member of the firm's Municipal and Land Use Planning Group. Mr. Mascarin is a Certified Specialist (Municipal Law: Local Government and Land Use Planning & Development) and practises in the areas of local government and municipal law, development, land use and planning law, and building and construction regulation. He provides advice, counsel and representation to both private and public sector clients on all matters relating to municipal law, as well as land use planning and development matters, including development charges, building regulatory matters and various contractual arrangements. He is the author of a number of texts in the municipal, land use planning and real property areas. He has been the Editor of the Digest of Municipal & Planning Law since its inception in 1990 and he is also is the long-time Editor-in-Chief of the Municipal & Planning Law Reports and as well as the Co-Editor-in-Chief of the Real Property Reports. Mr. Mascarin is the co-author of Annotated Land Development Agreements and the Annotated Municipal Act (2nd Edition) as well as a contributor to a large number of other Carswell publications. He appears regularly before municipal councils, committees, public authorities and boards, administrative tribunals (particularly the Ontario Municipal Board) and the Ontario courts. He is repeatedly recognized as a leader in his field by Best Lawyers and Lexpert®. He was also named Best Lawyers' 2016 Municipal Law "Lawyer of the Year" for Toronto and was the recipient of the International Municipal Lawyers Association President's Award for Most Outstanding Associate Member (2011).
Paul De Francesca, B.A.A. (Urban and Regional Planning), LL.B., is a real estate lawyer with Lang Michener LLP in Toronto. He has authored articles that have appeared in Ontario Planning Journal, Municipal World and Municipal Lawyer and has been an extensive contributor to Canadian Commercial Real Estate Manual and Ontario Land Development: Legislation and Practice.  He is also the Associate Editor of the Real Property Reports.
