About the Author

George Rust-D'Eye, B.A., LL.B., LL.M., is one of Canada’s leading municipal lawyers. Called to the Bar of Ontario in 1971, he practised municipal law from 1973 until his voluntary retirement from practice as of the end of 2017. He also worked as a freelance integrity commissioner and lobbyist registrar for municipalities and local boards during that period. In 2007, he was awarded the Ontario Bar Association’s Award of Excellence in Municipal Law. He was one of the first lawyers in the province designated by the Law Society of Upper Canada as a Certified Specialist in Municipal Law. He has served in important capacities for a number of public bodies, including as Metropolitan Solicitor for the Municipality of Metropolitan Toronto, and as Chair of the Toronto Historical Board. He has provided advice to numerous municipalities and members of councils and local boards; drafted codes of conduct, procedural, and other by-laws; and given orientation, education, and training sessions to municipal councils, local boards, and members of those and other municipal bodies, during his 45 years of municipal practice.

George has served as integrity commissioner for several municipalities across Ontario. George until recently provided advice to a number of municipalities, local boards, and members with respect to codes of conduct, member integrity, and municipal practice, and completed investigations and inquiries for municipal bodies across Ontario, including the City of Oshawa, the City of Kingston, and the City of Brampton (as its Interim Auditor General).

Ophir Bar-Moshe, B.A., LL.B. (of the Ontario Bar) has been both Assistant Town Solicitor for The Corporation of the City of Markham and a former Senior Legal Counsel for The Regional Municipality of Peel. Ophir has practised extensively in the municipal and planning law area and is a past prosecutor for the City of Toronto and the Province of Ontario. He is co-author of Ontario Safe Water Legislation and Commentary. Ophir has served on the Municipal Law Section of the Ontario Bar Association and as Co-chair of the Law Practice Management Section. He has been an instructor at the Bar Admission Course and a Law Instructor at Humber College.
Andrew James is a legal writer based in Toronto. He has been writing on municipal law issues for more than 20 years, including books on condominium law and safe drinking water legislation.
