About the Author
Mr. Justice Rick Libman, Ph.D., was appointed to the Ontario Court of Justice in November, 1996. He is Chair of the Rule Committee of the Ontario Court of Justice. Justice Libman is the Associate Editor of Motor Vehicle Reports and co-author of Annotated Ontario Provincial Offences Act, Handling Provincial Offence Cases in Ontario, the Annotated Contraventions Act and the regulatory offences newsletter RegQuest.

John Pearson Allen, Ph.D., has a general practice, with a focus on business law and estate planning. After being admitted to the Bar in 1991, John clerked with the Ontario Superior Court, joining Allen & Allen in 1992.

John has a Bachelor of Arts, a Bachelor of Science, a Bachelor of Laws, and—while working full-time at Allen & Allen—obtained his Masters and PhD in securities law from Osgoode Hall Law School in Toronto. John has been counsel for and a director of a number of private and public companies, including a real estate investment company and an energy resource company both listed on the TSX Venture Exchange.

In addition to his practice of law, John is co-author of the annual Handling Provincial Offence Cases in Ontario with Justice Libman of the Ontario Court of Justice; he is co-editor of RegQuest, a monthly update on regulatory offences and compliance in Canada with Justice Libman and Professor Aron; and he has written articles for the Canadian Business Law Journal, the Advocates Journal and the Criminal Law Quarterly. John has been a Certified Financial Planner (CFP) and has taught contracts and evidence law at Humber College for the Bachelor of Arts program for paralegals and business law at Ryerson University in Toronto.

Bernard Aron, B.A., J.D., LL.M. is a Deputy Judge of the Ontario Small Claims Court in York Region, conducting settlement conferences and presiding over contested trial matters. He is also Program Co-ordinator of the Bachelor of Applied Arts degree program in Paralegal Studies at the Humber College Institute of Technology and Advanced Learning. This degree program is focused on training paralegals in their permitted areas of practice. He received his LL.M. degree in ADR at Osgoode Hall Law School in 2005. Currently, he is a doctoral student at Osgoode Hall Law School. Mr. Aron edited the fourth edition of Day: Ontario Corporate Procedures (Carswell, 2004), and is contributing editor of Tax Aspects of Litigation: Slutsky (Carswell) and Lamont on Real Estate Conveyancing (Carswell).
Gordon Scott Campbell conducts a bilingual criminal, civil and administrative trial and appellate litigation practice based in Eastern Ontario, but ranging throughout Canada. His practice includes a focus on regulatory matters connected to business, the environment, occupational health & safety, tax, trade & customs, information & privacy, and Aboriginal law. He has served as a Federal Crown Prosecutor on cases up to the level of the Supreme Court of Canada, as Canada's Director of E-Business Development where he led international and domestic development of Internet law and policy, and as Lead Negotiator of Aboriginal claims for Canada. He is the author of The Investigator's Legal Handbook, Le manuel juridique de l'enquêteur, and co-editor of RegQuest – Regulatory Offences and Compliance Newsletter.
