Workplaces that compete in global markets need to keep abreast of not only the OHS focus in Canada, but also the focus in other countries in which they wish to get business. For example, the European Union OHS focus is currently on risk assessment. In Canada, the current focus seems to be on violence in the workplace and on the importance of safety culture. OHS legislation in Canada continues to increase in scope although it is often slow to react to new hazards and particularly to research that challenges notion and theories that have formed the framework for accident prevention strategies. One example of this is the continued reliance by workers compensation boards and many organizations on the use of injury statistics as the major measure of safety performance and for safety incentive programs. Nonetheless, legal compliance exercised with due diligence continues to pose challenges to organizations. OHS regulatory agencies are showing greater willingness to prosecute and the Courts are generally imposing large fines and establishing new due diligence principles. One theme that is common in Europe, the United States, Canada and Australia, as well as other countries, is the focus on senior management leadership as the necessary facilitator of effective OHS management in the workplace. This special report consists of a series of articles on OHS issues of topical interest. Based on articles written in the past couple of years, which have been selected and edited with the aim of providing an overview of critical and emerging OHS issues; a reference source on topical OHS issues; a degree of international coverage to heighten awareness of OHS issues in other countries as well as new and helpful information and tools from those countries. The articles are organized into four topical categories: The management of OH&S, OHS Programs, New and Emerging OHS hazards and Regulatory Issues and Due Diligence.
