After an extensive period of consultation with stakeholders, Bruce Reynolds and Sharon Vogel submitted their expert review entitled Striking the Balance to the Ministry of the Attorney General and the Ministry of Economic Development, Employment and Infrastructure on April 30, 2016. The recommended reforms were significant, touching all aspects of lien and trust practice and procedure. The Reviews mandate was threefold: modernization of the Act, promptness of payment, and the effectiveness of dispute resolution in the construction industry.
